In March 2025, Vision Accommodation Solutions Limited on behalf of the Danby Hotel submitted an application to Wexford County Council to turn their hotel into a “development to provide 29 bedrooms for displaced persons.”
The application was made by the Kilkenny-based Samantha Flisher, of Vision Accommodation Solutions Limited.
Their application was in keeping with ‘Guidelines for Development of New Emergency Accommodation’ and the ‘S.I. No. 376/2023 – Planning and Development (Exempted Development) (No. 4) Regulations 2023 which lists ‘Hotel’ as exempted development.

On August 8th 2025, the Wexford County Council made their decision on the submitted application and they agreed that the Danby Hotel – located in the Killinick area of Wexford – should be considered as an ‘Exempted Development’.
The hotel must first provide confirmation documentation that they are “contracted to provide accommodation on this site for protected persons.”
Should they be able to provide this documentation, it means that the former hotel can be used as an IPAS centre to house displaced persons.
